Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to the hazard of being crushed by equipment subject to tip over, due to the lack of stability of the equipment when pulling and/or winding up wire: a) Mickleton-Churchtown-Cumberland 230 KV Project On the "T & E" PL-45-5 Pilot Line Reel Winder, during winding up activities, on or about 5/12/92. Among other methods, one feasible and acceptable abatement method to correct this hazard is to anchor the "T & E" PL-45-5 Pilot Line Reel Winder as referenced in the manufacturer's manual and/or the use of suitable outriggers which meet or exceed the performance characteristics of the machine.
