Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:

a) The hazard of being crushed by a descending vehicle on a hydraulic
lift while working under the vehicle in the Vehicle Maintenance
area.  The mechanical safety locking device (dog) was not in
working order on one hydralic lift.

Among other methods, one feasible and acceptable method to correct
this hazard is to:
a) Reinstall defective mechanical device (dogs) and connecting
linkage above floor level;
b) Instruct and train employees in the proper use of mechanical
safety locking devices for hydralic lifts;
c) Conduct periodic inspections of lifts as recommended by the
lift manufacture to insure that the safety locking devices and all
other components are in safe operating condition.  Remove a defective
lift from service until rendered safe to operate;
d) Post manufactures operating instruction in the shop areas.
