Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being crushed by or struck by collapsing
steel, or falling 60 feet
to concrete:
a)On or about June 18, 1993, at 15th and Hamilton Avenue, Brooklyn, on the
construction project of a highway viaduct, an iron worker (cutter/burner)
was
exposed to falling/crushing when the stability of the steel beams he was
removing
was not ensured as required by American National Standards Institute ANSI
A10.13 1989, Section 15.16.
ABATEMENT NOTE:
Among other methods one feasible and acceptable method to correct this
hazard is that
when rivet removers perform dismantling of steel beams, the stability of
the
structure
shall be maintained until the members are removed, as required by ANSI
A10.13, 1989
Section 15.16 and Department of Transportation, DOT, Department of Steel
Construction
Manual.  Acceptable methods of supporting the structure is by using
temporary bolts
between steel members, or by supporting steel members by use of crane(s),
as
determined by engineering
