Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of been struck by vehicular traffic:
a)  Yard Area - Employees were subject to being struck by vehicular
traffic in that trucks were
not equipped with reverse signal alarms audible above the surrounding
noise level(s), nor were
they only allowed to backup when observer(s) signalled that it was safe to
do so.  On or about
05/02/96.
b)  Yard Area, by Scale House - Employees were subject to being struck by
vehicular traffic as
no barriers/barricades were installed in the immediate vicinity to prevent
employees from
walking into the path of vehicles arriving at or departing from the
scale/silo area.  On or about
05/02/96.
Among other methods, feasible and acceptable abatement methods to correct
the hazard are to:
1.  Refer to and follow the standard requirements contained within 29 CFR
l926.60l.  Motor
vehicles having an obstructed view to the rear shall have a reverse signal
alarm audible above
the surrounding noise level or the vehicles are only backed-up when and
observer signals that
it is safe to do so.
2.  Install a barrier or guardrail system to prevent employees from
walking into vehicular traffic
going to/coming from the scale and silo area.  In addition, a warning
mirror systems could be
installed.
3.  Post signs indicating pedestrian traffic in locations where employees
may be working.
4.  High visibility vests or other garments could be worn by employees
working in vehicular
traffic areas.
