Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a).  Liberty Auto Care, Matawan, NJ- employees were exposed to the hazard
of
serious crushing injuries from dropping of an air hydraulic automotive
lift
while working under vehicles on the lift.  Safety locking device was not
functioning properly on the #3 lift in the shop area.  On or about 9-20-95.
Feasible & acceptable methods among others to correct the hazard is to:
a). Reinstall/repair defective mechanical safety locking devices
above the floor level.
b).  Instruct & train employees in the proper use of mechanical
safety locking devices for an air hydraulic lift.
c).  Conduct periodic inspections of lifts as recommended by the lift
manufacturers to ensure that the locking devices and all other components
are in safe operating condition.  Remove a defective lift from service
until rendered safe to operate.
d).  Post manufacturer operating instructions in shop lift areas
reference ANSI B153.1-1990.
