The alleged violations below (4a - 4b) have been grouped because they
involve similar or related hazards that may increase the potential for
injury resulting from an accident:
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
(a) The hazards of musculoskeletal injuries and cumulative
truma disorders due to improper work station design,
repetitive motions and unsesirable posture of the
upper extreminties while typing and using the computer.
While ultimate responsibilty for correcting the hazard rest with the
employer, a feasible method of abatement would be the development and
implementation of a written ergonomics program including, at a minimum:
1. Use of a properly designed computer work station to reduce undersible
posture of ther upper extremities.
2. Relocation of written material to be writhen easy reach.
3. Use of adjustable ergonmic chairs to reduce back strain and undesirable
posture of the upper extremities.
4. Reduction of stress by utilization of employee rotation for tasks
invloving repetivite motion, such as typing and computer keyboard work.
5. An ergonomics training program for employees and managers.
6. A light duty program for any employees who expirence symptoms of
musculoskeletal injuries, or symptoms generally associated with cumulative
trauma disorders.
7. A medical surveilance program for evaluation and treatment of
musculoskeletal injuries and cumulative trauma disorders.
ABATEMENT NOTE:
Step 1:  Effective administrative protection such as employee training,
job rotation, light duty, etc., shall be provided as an interim protective
measure until feasible engineering and/or adminstrative, controls can
be implemented, or whenever such controls can be implemented, or whenever
such controls fail to reduce employee exposures to nominal risk.
ABATEMENT DATE: 2 MONTHS
Step 2:  A written detailed plan of abatement outlining a schedule for
the implementation of engineering and/or adminstrative controls which will
reduce employee injuries due to improper workstation design, repitive
motions, and undesirable posture of the upper extremities.
ABATEMENT DATE: 3 MONTHS
Step 3: Abatement shall have been completed by the implementation of
feasible engineering and/or adminstrative controls upon verification of
their effectiveness in reducing the occurence of musculoskeletal injuries
and cumulative trauma disorders.
ABATEMENT DATE: 4 MONTHS
