employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
structural steel collapsed due to lack of bracing:
(a)  Shopko Warehouse Cite,  1001 East Bowen Road, Boise, Idaho
On November 20, 1991 and at times prior thereto, external
bracing of Area B was not provided prior to placing joists or
construction loads on the structure.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
Provide external bracing such as guy wires immediately after
placing columns and girders and prior to joists and/or any
other loads.

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
falling from and/or being struck by open web steel joists:
(a)  Shopko Warehouse Site,  1001 East Bowen Road, Boise, Idaho
On November 20, 1991 and at times prior thereto, open web steel
joists were placed on girders in Area B without welding the ends of
the joists to the girders or any other form of temporary connection
prior to release from the load line.
Among other methods, on feasible and acceptable method to correct this
hazard is:
(1)  Ensure all joists are connected to girders by bolting or
bolting or tack welding.
(2)  Do not release from the sling until ends ore bolted or welded.

open web steel joists in Area B, grid lines A to E and columns
B to S, were not provided with horizontal bridging.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
Install horizontal bridging at times of the erection and
prior to placement of construction loads in accordance with
provided shop drawings.

29 CFR 1926.20(b)(1):  A safety program was not initiated and maintained
to provide compliance with the general safety and health  provisions  of
the standard:
(a)  Shopko Warehouse Site, 1001 East Gowen Road, Boise,
Idaho - On November 20, 1991 and at times prior thereto,
employees not covered  by  a  comprehensive  safety  and
health program were exposed to hazardous work  condition
such  as,  but  not  limited   to,   improper   erection
practices, lack of fall protection, and improper  ladder
use.
