Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The hazards of severe electric shock and/or burns when handling energized electrical cables whose insulation had deteriorated to the point where shorts or faults were likely to occur during handling. One feasible method to protect employees from this hazard would be to allow employees to handle cables only when they had been deenergized and to remove all employees from the manhole or immediate vicinity prior to reenergization of the cables.
