Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a recognized hazard of thermal burns:
(a)  M/V Clipperton:  Employees walking or working in the boiler
were exposed to boiler surfaces and pipe surfaces carrying
steam or hot water which was located within seven feet of
the deck and were not covered with a heat insulating
material or guarded.  This condition exposed employees to
accidental contact with heated surfaces and possible burns.
Among other methods, one feasible and acceptable means of
abatement would be to insulate the exposed surfaces.
