Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to:
(a) Employees were exposed to a potential crushing hazard while working
near the
base of the manually operated manlift in the south unit and the electric
manlift in the
main elevator due to the lack of guardrails around the base of each
manlift.  Among
other methods, one feasible method to correct this hazard would be to
install
guardrails around the base of each manlift.
(b) Employees were exposed to a potential fall hazard while operating the
manually
operated manlift in the south elevator due to the lack of a car enclosure.
Among other
methods, one feasible and acceptable method to correct this hazard would
be
to install
a complete car enclosure.

hazards
while pulling railcars with a tractor/payloader and the use of a chain
and/or a nylon
tow rope.  Among other methods, one feasible and acceptable abatement
method to
correct this hazard would be to change the method of moving railcars by
pushing
rather than pulling or by the use of a secondary chain connected to the
front of the
tractor to totally secure the railcar while it is being moved.
