Section 5(a)(1) of the Occupational Safety and Health Act of
1970: The employer did not furnish employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees in that employees were exposed to the hazard of heat
stress and other heat related health problems while working in a
hot environment:
(a) Enclosed Water Tank, West Mifflin, PA; Employees
abrasive blasting at the dome level inside the water
tank were exposed to heat in excess of the American
Conference of Governmental Industrial Hygienists
(ACGIH) Threshold Limit Value (TLV) for heat. The
abrasive blasters were exposed to 29.21 WBGT. The TLV
for moderate continuous work in cotton coveralls is
24.7 WBGT. Measurements were taken at noon on 06-16-94.
A feasible and useful method to reduce heat exposure once the
WBGT exceeds 27.4 WBGT is to transfer abrasive blasting
operations to the night shift.
