Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to
potential bursting of PVC piping:
(a)   Shop - Compressed air used to power pneumatic tools, such as
grinders, was piped in an above ground 3/4" PVC piping system
that was not enclosed in a conduit or casing of sufficient
strength to provide protection from external damage and
deterioration.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is replace the PVC piping with a steel pipe system designed
for
compressed air utilization.
