Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to
falling
trees:
(a)   Three Sisters Sale, Bayview, Idaho - On or about March 8, 1993
and at times prior thereto, snow shovelers were working within
two tree lengths of faller.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is:
(1)   Establish procedures to maintain a minimum of two tree lengths
between fallers and any other workers.
(2)   Maintain strict supervision and enforcement of all safety and
health rules.

adequate escape paths:
(a)   Three Sisters Sale, Bayview, Idaho - On or about March 8, 1993
and at times prior thereto, the faller was working in holes in
the snow 30 to 40 inches deep around trees and there was no
escape path from the holes.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is:
Shovel steps leading out of the hole and a path that will
allow
the faller to move a safe distance from the tree.

hazards of working in an isolated area without having suitable telephone
or radio communication at the nearest reasonable point nor had employees
been trained on a definite plan of action to be taken in the event of
serious injury to any employee:
(a)   Three Sisters Sale, Bayview, Idaho - On or about March 8, 1993
and at times prior thereto, the employer did not have a
suitable
means of communication within a reasonable distance of the
work
site, nor were employees trained on a definite plan of action
for medical emergencies.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is:
(1)   Provide a more efficient means of communication
OR
(2)   Ensure that employees know to what point they must drive to
make
contact with emergency services via the CB radios in their
pickups
AND
(3)   Develop a plan of action for medical emergencies and train all
employees on what to do in case of medical emergencies.
