Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to biomechanical (musculoskeletal)
injuries:
(a)Southport Plant  Chargers were exposed to injury by the
repeated shoulder, arm, and wrist movements used while
charging and handling plates.
(b)Southport Plant  Assembly production workers were
exposed to injury by activities such as the repeated
lifting and handling of charging plates and scooping caps
into shakers.
The incident rate of musculoskeletal injury is 15 21of
the workforce.
ABATEMENT
Step 1
Identify Policies and Procedures including the elements of an
effective Shoulder/Extremity Injury Prevention Program which
will be implemented to reduce the LWDI for musculoskeletal
injuries.  An effective program may include elements such as,
but not limited to, the following:
(a)Evaluate the injury reports to monitor rates and causes.
(b)Test and implement modifications to tasks to reduce
stress on employee shoulders, arms, and wrists.
Specifically, test new "double" patterned charging plates
and lighter weight plates (hollow plates, etc).
(c)Provide employees with an ergonomic training program for
the prevention of musculoskeletal injury.
(d)Provide a fitness, exercise and/or wellness program for
those employees at risk.
Step 2
Submit to the Area Director a written, detailed plan of
abatement outlining the Injury Prevention Program and dates of
implementation of each element.
