Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
a recognized hazard of coming into contact with current carrying parts:
a) Barge Kuroshio: Employees in the bow machine room had occasion
to work near the 100 and 440 volt a.c. electrical switch gear
panels that had open and exposed electrical current conductors.
Lack of covers or other approved enclosures exposed the employees
to the hazard of contacting energized parts, which could result in
electrical shock, thermo burns or electrocution.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to install metal cover plates over the back of
each electrical panel or install a gate and lock at the access points
to the electrical panels, and secure such that access is only allowed
to qualified personnel.
