HOE NOT DESIGNED NOR EQUIPPED (NO SEAT, SEAT BELTS
AND ROLL-OVER PROTECTION STRUCTURE) TO BE UTILIZED
AS A PASSENAGER TRANSPORT VEHICLE.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO
CORRECT THIS HAZARD IS TO DEVELOP, IMPLEMENT AND ENFORCE A COMPREHENSIVE
SAFETY PROGRAM THAT INCLUDES A PROVISION THAT PROHIBITS PASSENGER TRAVEL
ON EARTH MOVING EQUIPMENT UNLESS THE EQUIPMENT IS DESIGNED FOR SUCH
UTILIZATION.
