Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Railcar Loading Area: On or about 11/15/91, employees were exposed to tripping hazards created by the 6 inch hoses laying across the walking/working surface of an elevated platform. This condition existed during the loading/unloading of railcars, and could result in same level falls or from an elevation of 12 feet.
