Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Employees involved in repair operations at United States Steel,
Clairton facility worked on steam main rack piping near the Waste
Water Treatment Plant Aertion Basin and the employees who were
performing burning and welding operations on the 30 inch pipe lines
were exposed to a fall hazard of approximately 45 feet to the ground:
Among other methods feasible and acceptable abatement methods to correct
this hazard is the wearing of a safety belt/harness or the erection of
scaffolding and work platforms with protective railings to prevent
falls.
