Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: A) Ambulances and establishment: The employer did not develop and implement follow-up procedures as outlined by the Center of Disease Control as part of an infection control program for employees who have been potentially exposed to the hazards of being infected by Hepatitus B and/or Human Immunodeficiency virus through possible direct contact with blood or body fluids. Feasible adn useful abatment methods for reducing this hazard among others are: Follow-up with hospitals when unprotected trip exposure forms are filled out, exposed employee antibody testing, and conseling. A recommended source of information is the CDC Immunization Practices Advisory Council Committe publication regarding HBV post exposure prophylaxis in the June 7, 1985 morbidity and mortality weekly report.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: A) Ambulances and establishment: Employees are exposed to the hazard of receiving back injuries when lifting and moving patients both on and off the stretcher. Employees have not been adequately trained in procedures for lifting. Useful abatements for reducing this hazard, among others are: Training and education of emergency medical technicians. All EMT's should receive education on: The risks and mechanics of lifting, the effects of lifting on the body, estimation of lifting capacity, physical factors contributing to accidents, handling skills including posture, movement, and timing, exercise and stretching programs, the effects of 2 person lifting, and specific devices used by Action Ambulance Service for patients.

Feasible and useful abatment methods for reducing this hazard, among others are: Identify all employees at substantial risk of directly contacting body fluids, counsel, and offer hepatitis B vaccinations at no cost to the employees in amounts and at times prescribed by standard medical practice.

Feasible and useful abatements for reducing this hazard, among others are: Training and education of health care workers. All high risk health care workers should receive education on: precautionary measures, epidemiology, modes of transmission of Hepatitus B/Human Immunodeficiency virus, possible risks to the fetus from HBV/HIV and other associated infectious agents, location of and proper use of personal protective equipment, proper work practices, and understand the concept of "Universal Precautions" as it applies to their work practices.
