Section 5 (a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees , in that, employees were exposed
to serious injury while working in the vicinity or 3" hoses, used to
supply fire proofing materials to the 11th floor level, L-5 line section
where the hoses were under pressure greater than 400 psi., from a
Whiteman/Conspray model #38, compressor/pump. The quick closing clamps
used to connected sections of hose were not secured by wire, snap
coupling or equivalent method of positive closure.
One method among other methods to abate the condition is to follow the
manufacturer's recommendations and operating instructions which state
that the clamps will be positively secured and that sections of high
pressure hose be provided with safety chains or cables, to prevent the
hose form whipping, in case of accidental disconnection, nor was
pressure relieved prior to the beginning of work on high pressure lines.
