Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) AN EXPLOSION HAZARD WHICH IS CREATED DURING THE PIGMENT CHARGING OPERATION IN BUILDING 7502: IN THIS OPERATION ALUMINUM FLAKE POWDER IS POURED FROM A NONCONDUCTIVE POLYETHYLENE PLASTIC BAG AND ALLOWED TO FREE FALL 5 FEET OR MORE INTO THE LARGE CONE BLENDER. THIS CREATES A POTENTIALLY EXPLOSIVE DUST CLOUD WHILE ALSOGENERATING STATIC ELECTRICITY IN THE FALLING ALUMINUM FLAKE WHICH COULD DISCHARGE A STATIC SPARK AND IGNITE AN EXPLOSION. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS TO USE A SAFER FORM OF ALUMINUM, SUCH AS PASTE, WHICH CAN BE PURCHASED AS A SPECIALITY DISPERSION PASTE OR FORMULATED INHOUSE UNDER CAREFULLY CONTROLLED CONDITIONS. THE PASTE DOES NOT LIBERATE DUST DURING HANDLING.
