Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Menands Bridge, Route 378,Menands,NY., catenary scaffolds were not secured from displacement by hook shaped stops at each end. as per ANSI, A10.8, Section 20. Method of Abatement: Installation of hook-shaped stop at each end of staging members so as to prevent the staging members from slipping off the wire ropes. These hooks shall be so placed that they will prevent the staging members from falling if one wire rope breaks.
