Section 1-201(s) of Executive Order 12196 of February 26, 1980: The head %% of the agency did not furnish to employees places and conditions of employment that are free form recognized hazards that are causing or are likely to cause death or serous physical harm to employees in that employees were exposed to the hazard of being trapped in the stairways during emergencies: Among other methods, one feasible and acceptable method to correct this hazard would be to comply with the NFPA Life Safety Code Handbook, Paragraph 5-2.2.6.6 by providing signs at each level of the stairways.
