Executive Order # 12196, Section # 1-201(a).  The head of each agency shall
furnish to employees places and conditions of employment that are free from
recognized hazards that are causing or are likely to cause death or serious
physical harm.  The head of the agency did not furnish to employees places
and conditions of employment that were free from recognized hazards that
were causing or likely to cause death or serious physical harm to employees ,
in that, on October 4, 1991, the wooden cooling tower located on the roof
of the J.F.K. Federal Building, Boston, MA., was not provided with a
sprinkler system as required by NFPA 214, Section 5-1.1 1988.
One method among other methods to abate the condition is to install a
sprinkler system in the cooling tower area.

were causing or likely to cause death or serious physical harm to
employees, in that, on October 4, 1991, the roof of the J.F.K. Federal
Building did not have adequate water pressure and volume of water to
properly fight the fire which took place in the cooling tower, as required
by NFPA-14, Section 5-3.1 1984.
One method among other methods to abate the conditions is to install a
fire pump within the building to provide and maintain the water pressure
and volume as neccessary throughout the building.

through 7 were painted over preventing the authority having jurisdiction
from determining if the fire rating of the doors was adequate for their
use, as required by NFPA 80 Section 1-5.1 1984.
One method among other methods to abate the condition is to locate the
neccessary documentation which would provide the actual rating of the fire
rated doors in stairwells 1 through 7.
