Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The employer is not limited to abatement methods suggested by OSHA; i.e., methods explained are general and may not be effective in all cases. Other methods of abatement may be equally or more appropriate. Ultimate responsibility for determining the most appropriate abatement method rests with the employer, given its superior knowledge of the specific conditions on its worksite. Operation in the pultry processing facility, such as but not limited to the Turkey Boning department, where employees involved in skinning and meat cutting which produced biomechancial stress to the hands, wrists, arms and shoulders resulting in musculoskeletal disorders. These disorders included but were not limited to carpal tunnel syndrome (CTS), tendinitis, and ganglion cyst. Among other methods, feasible and acceptable abatement methods to correct the hazard(s) include the following: 1. Perform a methods analysis to determine high risk tasks, then modify or redesign operations to reduce biomechanical stress. 2. Implement a comprehensive ergonomics program including formation of an ergonomics committee. 3. Provide gloves with better gripping ability for employees engaged in skinning operations. 4. Provide work platforms of the appropriate height. 5. Provide anti-fatigue footwear or soles for employees standing for most of the workshift. 6. Job rotation of employees in high stress jobs. 7. Provide a program of exercises during the workshift. 8. Match specific jobs to specific knife handle designs. 9. Provide training on proper work methods (an employee was observed placing her finger on top of the knife blade).
