Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likley to cause death or serious physical harm to employees in that employees were exposed to a fall hazard while working improperly form a permanent fixed ladder: a) Stairway, ladder to roof Employee was welding while positioned with one leg on the permanent fixed ladder and the other leg wedged against a cinder block wall exposing the worker to an 11 ft. fall to the concrete floor and stairway below. Among others, one feasible method of abatement would be the use of a safety belt with lanyard. Violation observed on or about 3/28/90.
