General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing of likely to cause death or serious physical harm to employees in that employees were exposed to a crushing hazard created by the sudden and unpredictable descent of vehicles elevated overhead by hydraulic lifts. 1) Service Area: Employees utilizing hydraulic lifts were not protected from unpredictable descent of elevated vehicles by automatic safety devices. Among others, one acceptable and feasible means of abatement would include: 1) Installation of automatic safety locking devices on hydraulic lifts not so equipped. 2) Establishment and implementation of weekly inspection procedures to assure the safe operation of the lifts. 3) Posting of manufacture's operating instructions for each kind of lift. Reference: ANSI B153.1-1981, Section 3.1.10 and 3.2.1.
