Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by falling steel web joist: a)At the job site, Watkins Glen School Bus Garage, Watkins Glen, NY, on or about 01-18-2001: On a multi-employer worksite, employees were exposed to the hazard of falling open web steel joist that had not been secured by tack welding or bolting. Among other methods, a feasible and acceptable method of abatement to correct the hazard is to erect and secure open web joist in accordance with the Steel Joist Institute Technical Digest, No. 9, for "Handling and Erecting Steel Joist and Joist Girders" dated July 1987.
