Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a)  A skip hoist, located in the block production area, was used to lift a
concrete mixture from
the mixer into the feed hopper for the block molding machine.  It was
supported by two hoisting
cables.  One of these cables had unravelled to the point that the cable
might slip from the
hoisting pulley on the skip bucket or otherwise fail.  Employees were thus
exposed to the
hazards of being struck or crushed by a falling skip bucket or its load of
concrete.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
replacement of the unravelled cable with an intact wire cable.
