General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)Reynolds Metals Company failed to exercise reasonable diligence as required by the OSH Act, in that it failed to mark for identification the contents of pipes and station outlets in accordance with the American National Standards Institute, ANSI A13.1, "Scheme for the Identification of Piping Systems," to ensure that employees were not exposed to the hazards of fire, explosion and asphyxiation from unknown substances contained in unmarked piping and station outlets while performing construction, maintenance and/or production duties such as, but not limited to, welding, cutting, fire protection and making connections for plant air, water or steam for employees of Reynolds or outside contractors. Feasible means of abatement include, but are not limited to the following: 1.Specify the identification of the contents of piping systems on the basis of legends, giving the name of the contents in full abbreviated form. 2.Specify the identification of the contents of piping systems on the basis of color or to be used in conjunction with legend as specified in ANSI Z53.1-1971, "Safety Color Code for Marking Physical Hazards." 3.The identification of pipes of less than 3/4" diameter, and for valve and fitting identification, the use of a permanently legible tag.ble
