Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to:
(a) On or about September 16, 1994, three electricians in the mechanical
area, standing on
two connecting 4'x8' insulated ceiling panel made of 4" core of EPS
(expanded polystyrene)
with 26 gauge galvanized carbon steel sheet skin and an .016 steel backer,
were not protected
form falls in that the ceiling panels were not adequately supported to
with stand the imposed
loads being placed on them during construction activity in the mechanical
area (ceiling area).
Feasible means of abatement include, but are not limited to the following:
(a) To install a system of catwalks to be hung from the structure above
for the purpose of a
work platform.
(b) To install a support system below the present system at add further
strength to this
system to with stand the imposed loads such as an additional wood spline
(2x6').
(c) To limit the amount of the working/walking activities on the ceiling
panels by
preplanning
and scheduling the activities among the contractors to avoid
heavy equipment after
completion of the ceiling panels.
