Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to an explosion hazard from improperly stored titanium
grinding scrap:
(a)Rochester, PA;  Twenty 55 gallon drums of scrap titanium metal was
stored in the work area which was not suitable for the storage of
flammable solids
on or about 2-7-94.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to store 55 gallon drums in an outside yard removed from any other
buildings or storage room
of fire-resistive or non-combustible construction with explosion venting
to the atmosphere.  The
abatement methods shall be in accordance to NFPA 1987, Volume 3, Chapter
481-4-4.
