General-duty citation text
The employer is not limited to the abatement methods suggested by OSHA; the methods explained are general and may not be effective in all cases; and the employer is responsible for selecting and carrying out an effective abatement method. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: At Rig #2630 the hazard of being restricted i escape from the monkeyboard in the event of fire or explosion. This occurred on or about September 16, 1993, on Pride Well Service Rig Number 2630. Among other methods, one feasible and acceptable abatement method to correct this hazard would be installation of properly rigged and secured emergency descent device or other satisfactory means of egress, such as specified in Section 4.7, paragraph 4.7.1 of A.P.I. RP 54 First Edition, January 1981. Essential elements of this procedure would include: (1) To provide a readily and convenient means of escape from the derrickman's working platform.
