were causing or likely to cause death or serious physical harm to

were exposed to explosion and fire hazards while disposing of cigarette
smoking residue and
paper trash in the collected aluminum powder/sludge at the Wet Timesaver
machine and while
disposing of the aluminum powder/sludge in the trash dumpster:
a.Workplace, Wet Timesaver Machine --- Employee(s) disposed of cigarette
smoking residue (cigarette butts) in collected aluminum sludge that was
located
in a metal trough that was fed by the Wet Timesaver machine conveyor
exposing
employees to potential explosion/fire hazards from hydrogen gas produced
when
aluminum powder mixes with water. Among other methods, one feasible and
acceptable abatement method to correct this hazard is to insure aluminum
sludge
is properly collected in a wet collection system and to preclude smoking
and
open
flames in the area.
b.Workplace, Wet Timesaver Machine --- Employee(s) disposed of wet aluminum
powder/sludge directly into the establishments trash dumpster which exposed
employees to potential explosion/fire hazards as a result of coming into
contact
with disposed acids, sodium hydroxide, and or smoldering embers. Among
other
methods, one feasible and acceptable abatement method to correct this
hazard is
to insure aluminum powder/sludge is mixed with sand in a ratio of at least
5 parts
sand and 1 part sludge, then discard in accordance with local, state and
federal
requirements.
