Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of concussion/explosion: a.Water Treatment Plant - Mini-cell #1 and Mini-cell #2, connected to a compressor capable of delivering air at up to 100 psi at a rate of 185 CFM, were not properly constructed, relieved and maintained so as to safely contain the pressure. ABATEMENT NOTE: Among other methods, one feasible and acceptable abatement method to correct this hazard is to utilize vessels constructed and maintained per AMSE Boiler and Pressure Vessel Code, Section VIII - Rules for Construction of Pressure Vessels, Division 1.
