Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that: (a)On or about 1/19/94, Rubber cement mixer Employees were exposed to the hazard of being injured by an explosion during the manufacture of rubber cement. The ingredients for the rubber cement, includes rosin acid esters (which may form explosive dust/air mixtures) and natural rubber, were being added to a 800 gallon tank which contained hexane fumes. Among other methods one feasible and acceptable abatement method to correct the hazard is to: Install an explosion prevention system as specified in NFPA-69 to reduce the oxidant concentration and prevent deflagration of combustible gases/dusts in the mixing cylinder.
