Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
On site at Perlmuter Printing Company, Cleveland, Ohio:  Employees who
were erecting and plumbing up open web steel roof joists, were exposed
to a 20 foot fall without fall protection.
Feasible abatement measures may include, but are not limited to, nets,
scaffolding systems, catch platform, static/catenary lines and gin poles
in conjunction with safety belts or other harnessing systems.
