Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that on and before 7/30/93,
employees were exposed to the hazard of broken bones, and/or serious cuts
from falls while standing on the bridge pier at Norquest Blvd.  The
employees were using jackhammers to remove concrete from the bridge pier
at an approximate height of 15 feet.
Feasible methods of abatement may include, but are not limited to, the
use of fall protection systems such as static and/or catenary lines in
conjunction with safety belts and lanyards, guardrails, nets, and catch
platforms.
