Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that on and before 8/11/92,
employees were exposed to broken bones, internal injuries or death from
falls while standing on the first section of the boom of a John Deere
excavator and attempting to tie overhead power lines out of the way of
construction equipment.  Employees were exposed to falls of at least 12
feet to the ground.
A method of abatement may include, but is not limited to, the use of an
insulated aerial lift with attached safety belt and lanyard.
