Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  10/5/92 at Steve's Automotive Shop, West Sand Lake,NY.
Employee was exposed to the hazard of serious crushing
injuries from the dropping of an hydraulic automotive
lift. Automatic safety locking devices (pins,latches,or
dogs) were not available on lift in service area.
Lift is a "Line-O-Tronics" made in Rockford,Illinois,
serial number is obscured.
Feasible and acceptable methods among others to correct
the hazard is to:
1. Instruct and train emplouyees in the proper use of
mechanical safety locking devices for hydraulic car lifts.
2. Conduct periodic inspections of the lifts as recommended
by the lift manufacturers to insure that the safety locking
devices are installed and all other components are in safe
operating condition.
3. Post manufacturers operating manuals in the service area
for information and reference once modification is made.
The employer had not rendered his workplace free from the hazard
of hydraulic lifts not being properly inspected, maintained, and
modified to be be equipped with locking safety devices.  This
safety device is necessary to hold the lift in event of hydraulic
failure.  This hazard is reasonably foreseeable. The lack of
automatic safety devices is a recognized industry hazard.
Reference ANSI B153-1 safety requirements on lifts.
A search of the OSHA Standards has been conducted and there are
no applicable standards.
