Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) Third Floor, North: Employee was exposed to fall hazards and serious injuries while standing on a step ladder located at the edge of the floor above the existing guardrails while installing copper tubings without any fall protection such as a safety belt and lanyard to tie off.
