Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed:
At the Jobsite:  A falling hazard resulting from the fact that
a safety belt provided to an employee, and which was likely to
be used at various locations at the jobsite, had degraded to
the point where the belt fabric cracked when it was flexed.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to train employees to do a daily
visual examination of the safety belts, lanyards when used, and
to instruct them not to use any equipment which shows any sign
of weakness or deterioration.
