Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that:
The following alleged violations have been grouped because they involve
similar or related hazards that may increase the potential for injury
resulting from an accident or illness.
(a)  Roof Area:  During periods, when steel decking was being
installed near the rear of the building, (from 6/29/92-7/24/92),
employees were exposed to the hazard of falls between 23 and
25 feet to the ground below.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to install safety nets
beneath all work areas where employees are exposed to a
fall hazard.
(b)  Roof Area:  During this same period, employees who worked/
walked on the installed roof decking near the rear edge of the roof
and near the ends of the structure, were also exposed to the
hazard of falling over 23 feet to the outside of the building.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to install guardrails at
the open edge of the roof and along the sides where the
parapet was too low to provide fall protection.
