Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  On or about September 29, 1992, water treatment plant
operators were exposed to a sudden release of chlorine vapors while
changing 150 lb. cylinders in an area where a chlorine monitor and
wearing device was not present and the wearing of respiratory
protection was not enforced.  Feasible and useful abatements are:
1.  Preplacement physicals which could detect medical conditions that
would be aggravated by exposure to chlorine.
2.  Require operators to wear an appropriate respirator while changing
chlorine cylinders, to facilitate an escape in the event of a sudden
release.
3.  Install a chlorine monitor and warning device to detect chlorine
leaks.
Among other methods, another feasible and acpeted method would be to
follow the guidelines described in the CHLORINE  INSTITUTE MANUAL
for handling chlorine.
