Section 5(a)(1) of the Occupational Safety and health Act of 1970: The

employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to a failure of an unsecured structure:
a) On site at 2501 Ortiz Avenue, Ft. Myers, FL - Employees dismantling a
300 foot high Rohn
55G communications tower were exposed to a 200 foot wall when the bolts
holding the top 60
feet of tower removed with the employees on the unguyed sections above the
140 foot level, on
or about 05/03/96.
Among other methods, feasible and acceptable abatement includes, but may
not be limited to:
1. The employer shall make certain that the foreman thoroughly understands
his briefing
on the sequence and procedure of dismantling operations in order to
maintain the stability of the
structure.
2. When employees precede the dismantling crew to prepare the structure so
that it can
be easily taken down, the employee shall make certain that enough bolts
are left in a connection
to support the structure, plus the expected load.
3. Dismantling operations shall be planned with a definite sequence, and
employees
instructed in the dismantling process.
4. The different phases of the work shall be closely coordinated, so that
one does not
create a hazard for another.
5. During dismantling operations continuing inspections shall be made as
the work
progresses to detect hazards.
