Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to: being struck by moving motor vehicles:
(a)  On or about April 12, 1996, an employee was in the center of the two
east bound lanes of
traffic, with her back to the flow of traffic, without channelizing
devices being used to divert
traffic around her location and without someone posted to act as a look
out.  Among other
methods, one feasible and acceptable method of abatement to correct this
hazard is to erect
channelizing devices to guide motorists from changing lanes and to post a
lookout when
operations necessitate that a survey person will work with his/her back to
oncoming traffic.
