Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to death/crushing injuries from failure of building weaken
support structures for the main roof beams:
(a)  Production Area, North-Northwest Section of Building -
The supporting structure for the roof and second floor
main  beams was cracked and severely weaken due to the
age of  the  building  and  vibration from the surface
printers, on or about September 24, 1991.
Among other methods, one feasible and useful method to abate the
alleged hazard(s) would be to:
Step 1 - Obtain a structural engineer certified in the Commonwealth
of Pennsylvania to develop a temporary emergency rehabilation
plan to strengthen the weaken sections.
Step 2 - Complete the implementation of any and all control measures
recommended in the plan pursuant to step one.
Step 3 - Submit a detailed plan and calculations to OSHA for complete
rehabilitation of all weaken sections of the building,
including reduction of the vibration transmission from the
production machinery to the building struction.
Step 4 - Complete the implementation of any and all control measures
identified in the plan pursuant to step three.
