Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to multiple injuries from using jib cranes that were not equipped with track supports and frequent and periodic inspections were not performed on these cranes: (a)Burning and Welding Room - Employee(s) operating the Abell-Howe one ton jib crane to transport metal stock from the storage racks to the sawing operation were exposed to potential injuries such as broken bones, muscle strains, and contusions as a result of the unlevel track allowing the crane to swing towards the corner of the room. (b)Burning and Welding Room - Employee(s) operating the Abell-Howe three ton crane to transport metal stock from the racks and rollers to the sawing operation and to lift steel plates at the burning operation were exposed to potential injuries such as broken bones and contusions as a result of the unlevel track allowing the crane to swing towards the corner of the room. (c)Burning and Welding Room - Frequent and periodic inspections on the Abell-Howe one ton and three ton jib cranes were not conducted on a daily to monthly basis. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO: 1.Continue to evaluate the installation of track supporters above the rotating tracks of the jib cranes. 2.Implement an inspection program for the jib cranes and maintain monthly records in accordance with the American National Standard Institute (ANSI) standards on "Monorail Systems and Underhung Cranes" (ANSI B30.11-1973), "Overhead Hoists" (ANSI B30.16 - 1973), and "Hooks" (ANSI B30.10 - 1975). 3.Investigate the installation of a device to retrofit the cranes in accordance with the manufacturer's approval which would allow them to function properly. ABATEMENT NOTES: STEP 1: TRAIN EMPLOYEES TO RETURN THE CRANES TO A LOCATION WHERE THEY WILL NOT DRIFT OR PROVIDE TIE STATIONS TO PREVENT THE CRANE FROM MOVING UNTIL THE PROBLEM CAN BE CORRECTED. STEP 2: INSTALLATION OF A CONTROL MEASURE AS INDICATED ABOVE.
