Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were casusing or
likely to cause death or serious physical harm to employees in that
employees were exposed to a fall hazard:
(a)  New College Township Municipal Building - Employees were
exposed to a fourteen (14) feet fall hazard while bolting
up steel and not utilizing their safety belt, on or about
June 28, 1993.
Among other methods, one feasible and acceptable abatement method
to correct this hazard is to secure safety belts and lanyards to
the steel.
THE EMPLOYER WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OR
SIMILAR OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION STANDARD
WHICH WAS CONTAINED IN ITEM NUMBER 1 OF THE CITATION NUMBER 1
ISSUED ON NOVEMBER 17, 1977.
