Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazard of being struck by the tubing board:
Cabot Model 2042, SN# 80073-6, truck mounted drilling rig mast;
located at the repair facility was being raised into place with a
tubing board not properly secured in place, and while a welder was
doing repair work on the rig floor. Among other feasible and
acceptable method to correct this hazard is to secure all tools and
materials prior to raising the mast, and remove all tools and
materials that can not be secured; and ensure that welder(s) and other
personnel not required to carry out the operation are not allowed
in or under the mast until it is in the fully raised position.
